CACEA Minutes of Board of Directors

Board members present when meeting opened at 4:35 p.m.:  Stefanie Campbell, EA, President;

Patricia Carpenter, EA, Vice-President; Tom Grace, EA, Treasurer; Charlotte Hargreaves, EA, Secretary; Jane Graham, EA; Robin Rufh, EA; Chuck Henderson, EA; Dick Thompson, EA; Janet Hemmerle, EA; Garland Reiser, EA; Jane Graham, EA. 

 

Secretary’s minutes were approved through motion made by Tom, seconded by Garland.

 

Treasurer’s report: CACEA has $ 8752.62 in the bank as of December 31.  Treasurer’s report accepted as submitted. (see attached)

 

SEE Class:  Robin and Patricia reported the following.  Course material will be from Bob Arthur

again instead of using Gleim.  It was agreed that the study materials would include the CD of past tests and add that cost to the price of the class.  The upcoming class will be held on all day Saturdays.  There will be 5 classes with 4 hours on parts 1,3, &4, part 2 will be 6 hours.  The participants will be given an assignment which they will be expected to prepare ahead of time.  (The following are throughts from the Board…not yet decided: There will be one Saturday devoted to each part of the exam.  The participants will be asked to come with their questions to class.  The first Saturday will be the “sensitivity training” session of the instructors followed by the orientation of the participants.  Location for the class will be at the Mercado, ASU’s downtown Phoenix campus.)  Instructors are still needed for the upcoming class. (Editorial comment:  If we held the classes on Saturday perhaps others all over the state could participate.)

 

Legislative Report:  Charlotte reported that the Rule 31 court case was accepted by Arizona’s Supreme Court as revised by the conference committee in response to concerns expressed by the AzSEA at their meeting in January.  Those included in the right to prepare and give some legal advise are “federally authorized tax preparers” (EAs), CPAs, and attorneys. 

     The Arizona State Board of Accountancy bill has been presented to the Governor’s Regulatory Committee.  GRC came back with a number of changes.  GRC is trying to include the issues which have been raised nationally by the Securities and Exchange Commission (SEC) and by the Sarbain/Oxley bill that Congress passsed.  At this point there are a few spots in which the State Board down the line could merely insert a word  and Arizona then would be a “practice state” instead of a “title state’” as it is currently defined.  At this time the Board has decided to put all of definitions in its rules which are still to be prepared.  They would not be in the bill itself. 

 

Meeting Notice:  Stefanie reported that the notice did go out on Jan 13.  The dates for the next few meetings are April 24, May 22, June 26, July 24.  These dates have been confirmed with the restaurant.  Stefanie was also told that the restaurant would be remodeling and making the meeting room larger. 

 

Hospitality/Good & Welfare Report:  Dick and Garland reported that a condolence letter was sent to Jane Graham on the death of her brother.  The plaques honoring the work of  some EAs were handed out at the chapter seminar in December.

 

Public Relations:  Doug has been sending emails when he finds information to be shared.  The December seminar with Chris Bird was a success.  Comments from the Board were to “not”

use the same caterer again. 

 

Speaker’s Report:  Tonight Rebecca Warren, CFP, will help us with “Do You Have An Investment Curse?  J.Elliot Hibbs, Director of Arizona Department of Revenue will also be with us.

 

Membership Report:  Janet reported that CACEA has 4 new members. 

 

OLD BUSINESS:  “We Speak Tax” stickers are still available through Tom.

 

Speakers Gifts:  Patricia reported that they have arrived.  The cost of 50 gifts was $ 286.80.  These should get CACEA through the next couple of years.  From Myron Manufactures there is a notepad and matching pen. 

 

Quickfinders:  Tom reported that all the Quickfinders were out except the ones which were backordered.  These will be out in February.  Arrangements will be made for pickup of these remaining books.

 

NEW BUSINESS:  Storage Needed: Robin agreed to store the EA Booth as well as the rectangular banner which Janet has.  A tripod is also owned by the chapter.  Where is it?

 

Chris Bird Contract:  Stefanie presented the letter/contract being sent to Chis Bird for our annual December seminar.  Motion to accept the letter was by Charlotte, seconded by Robin. The Board accepted the letter which includes the following information: 

                 Dates for the seminars:  December 12, 2003, and December 10, 2004

                 Speaker Fees:  $ 2250 (2003) and $ 2500 (2004).

 

Seminar Booklets:  AZSEA’s “Audits from Hell –The Sequel” has seminar materials left over, cost $ 10.00.  Robin has these for anyone interested.  Ellen Campbell, EA, was the presentor of this seminar.

 

NAEA Bylaws:  Tom informed the Board that our bylaws appear to be in conflict with the NAEA bylaws. Concensus was that the Board keep the bylaws which we already have. It was agreed that the issue would be addressed after tax season.  Dues were discussed in light of the NAEA bylaws.

 

Meeting was adjourned at 5:30 pm until Thursday, April 24, 2003, at the same location.

CACEA Chapter Minutes

Stefanie Campbell, President, called the meeting to order at 6:50 pm and welcomed all who are in attendance.   Meeting was attended by 32 people. 

 

Treasury contains $ 8,725. 62 as of December 31, 2002. 

 

Stefanie said that the meeting room will be expanded during the summer. 

 

Jane Graham offered to the members a practice idea.  In light of the delay of refunds with the state of Arizona, offer your employer clients a package deal to file the companies employees self  prepared state tax returns.  The employer would pay the ERO and it would be an “employee benefit” which would be deductible by the company.  A win-win situation.

 

Robin Rufh and Patricia Carpenter announced that there are some seminar materials available from the “Audit from Hell – The Sequel” as well as some materials from the December “Chris Bird Seminar.”

 

AZSEA:  The state will be holding another seminar at the ASU Mercado location on Tuesday, May 13.  Topics include ethics (2 hrs), software roundtable (1 hr), 1031-exchanges (2 hrs), perhaps a Powerpoint Learning to Use (1 hr).  Robin and Patricia asked that we all keep track of the tax programs we are using and list the pros and cons of the software which can be used for this seminar roundtable discussion.  Cost to member is $ 75.00, to non-members $ 90.00.

 

Meeting was adjourned at 6:50 to the speakers for the evening.
